Position Overview:
Research, Monitoring and Evaluation Officer’s (RM&E O) primary responsibilities are to manage and coordinate overall aspects of In-country Research Monitoring and Evaluation for all programs, and secondary responsibilities are to support GSD (Global Solution Database) data management in the organization.
This position will report to RM&E Manager and will have regular interactions with program teams.
This position will be based in Ho Chi Minh City but will require frequent travel to all areas where Room to Read operates.
Duties & Responsibilities:

Collaborating with the country RM&E Manager to design, implement and analyze data quality monitoring (DQM).

Supporting Manager in research for all of Room to Read’s programs (Literacy Program, and Girls Education Program – GEP).

Working together with program team to design a plan for Survey and Monitoring such as: New Girls’ Survey, Life Skill Assessment, Alumnae; Monitoring and Support libraries, GEP activities based on agreed upon geographic and timing needs.

Synthesize, analyze data, and write reports based on RM&E results every field trip completion.

Coordinating in data collection and analysis needed for feasibilities studies to support program expansion as well as strategic planning.

Train and mentor staff/enumerators to help them develop the necessary knowledge and skill sets to run survey methodologically in their programs, and ensure adherence to RM&E standard practices, policies, and specifications.

Support RM&E Manager to develop RM&E Annual Plan and Budget. And innovate new RM&E systems and projects in order to continuously improve our work in the field.

Follow up, review and manage the GI data collection and coordinate with program staff.

Manage data of Program Implementation Monitoring (PIM) and write the report of/with program team.

Find new RM&E systems/software to continuously improve RM&E work in the field.

Travel regularly throughout the year to oversee the implementation of our RM&E work.

Provide information for donor reporting requirements as requested.

Perform other duties/tasks as assigned.
GSD data management tasks:

Review qualitatively the data entered into GSD by programs.

Run the report and manage data.
Qualifications:
-
Advanced degree in a related field, i.e., education, development.
-
A minimum of 5 years of professional experience in data management.

Proven previous experience in research, monitoring, and evaluation.

Have technical competence in research and monitoring and evaluation methods.
-
Have operational management ability: a clear focus on results – sets goals, plans, and prioritizes effectively, monitors quality and progress of work against plans.

Have analytical skills.
-
Have quantitative and qualitative analysis skills, with proven ability to work with data software packages.

Experience in data entry and analysis.
-
Ability to travel frequently to provinces throughout Vietnam.

Good verbal and written communication skills in English and Vietnamese.

Prior experience living and/or working in rural areas.

Good knowledge and understanding of education issues, including community involvement in schools.

Ability to multi-task and follow-through.

High commitment to working as team-based spirit.

Experience with independent researching.
